REGULATIONS:
1. organization :
1.1 title
The CPAA ( Club Portugais des Automobiles Anciennes)authorized of approved authorities with the collaboration of Transtunisian Historic a.s.b.l. organize from 22/09 to 26/09 2008 in accordance with the FIVA Event Code, and with the following regulations approved by overcross country’s federations
( FPAK license …); a regularity event for historic cars called :

3.EVENT DESCRIPTION:
3.1 PORTUGAL Classic is a regularity event for historic cars. The route is to be navigated and an average speed of 50 km/h per hour or below is to be observed. This event takes place on open roads and belongs to the regularity « ballade » for historic cars and therefore it is not a speed competition. Time controls exist to check that competitors respect open road regulations and local regulations.
3.2 The road book will only use metric tulip arrows to indicate - no maps .
4. VEHICLE ADMISSION
4.1 Number of cars admited to start will be 80 for all categories. All cars should have FIVA international card (not obligatory) This card will be presented at the document’s control and technical controls.
4.2 Foreign competitors may obtain FIVA card at their national FIVA authority.
4.3 ‘Discovery’ category is available which will invite the teams to take part in a real rally while allowing them to profit from the cultural heritage of these places by stopping a little earlier every day. The route is pretty similar but shorter, regularity tests with adapted average speed…

4.5 Organization staff reserves 10 places for pre-1945 cars and 30 places for cars build from 1945 and 1960 and is permitted to accept cat. G cars for the amount of 10% overall - 8 cars maximum.
4.6 Organization staff have the right to refuse car’s entry form without being obliged to give any reasons. In that case, a total refund will be made.
4.7 Information about the car’s year and type as indicated on the FIVA ID will be used for the official use.

4.9 Only the personal assistance crews involved in the official organization list are allowed to work on a competitor’s car.
5. CARS PRESENTATION:
5.1 start will be refused to any car that :
- does not belong to the original condition or FIVA spirit or prescriptions .
- is in a restoration process or badly rusted
- is not in order with the present regulations

5.2 Technical rules :
5.2.1 All cars must be in accordance with their own countries regulations, as well as the technical rules of this regulation .The pre-event technical control will specifically check the security items; legal matters, appearance and authenticity..
5.2.2 Equipment used to measure distance (halda,tripmaster,retrotrip) can have a mechanical screen , or LCD,LED screen but must be connected to the speedometer cable .
5.2.3 Competitors are forbidden to use any electrical or electronic means to communicate during navigation (Mobile tel.) except in case of emergency.
5.2.4 Any computerized system connected (or not) to the car is forbidden .
5.2.5 So as not to favour anyone, the road book will be distributed to all participants at the same time.
6. TEAM – COMPETITORS
6.1 one team will be made of 2 persons minimum indicated on the official list of competitors during the whole event .
6.2 the entire team must be on board the car during the whole event except when the car is stopped at a time control, in case of emergency or on a marshal’s request .
6.3 During the whole event, the team must respect the legal obligations about traffic regulations
6.4 During the whole event, it is forbidden :
- to transport, or carry or pull any competitor’s vehicle with another vehicle .
- to block intentionally other competitors .
- to behave using incompatible manners with fair-play .

6.5 Documents to be available in the car at any time are : registration card showing the exact address of the owner and valid insurance document .
6.6 Team about to be overtaken must give way as soon as there is space enough on the road .
Team’s overtaking must do it respecting the public traffic regulations and considering the road conditions .
7 APPLICATION’S EXPENSES:
7.0 Application expenses for 2 persons and one car are 2980 euro (2680 euro for Vintage cars – before 1949) untill 30/05/08. After this date, the amount is 3250 euro. For teams confirming application before march 31 2008,with a pre-entry payment (780 €) the special application fee will be 2780 euro.
7.1 Any competitor who wishes to apply to this event must send back the appended application form (available as well on our website www.SeaSunRally.com)
In order to be fully registered, the application form must be sent with the amount of 2980 euro (+ extra charge if needed) (or 2780 € before march 31 – 2008)
(minus 780 euro if you have paid the pre-entry fees) latest 30/05/08.
After this time limit, application fees will be 3250 euro .
As the number of competitors is limited to 80, the pre-applicated teams will be primarily accepted

7.3 Application fee for one team (2 persons- 1 car) includes :
– all hotels, breakfasts, lunches, diners, gala evening (from 21 sept. evening to 27 sept. morning.)

(1) this insurance includes compulsory civil responsibility for car and 2 people on board and legal assistance during the whole event . Damages between competitors are not covered .

7.4 Entry fees will be refunded 85% if the competitors decline with a proper letter before 01/06/2008. After this date no more refunds will be made , however special cases will be considered by the organization and a 50 % refund might be made .
8. COMPETITION NUMBERS ATTRIBUTION :
Competition numbers will be given in order of the application reception and fees’s payment with priority for the oldest cars and pre-entry applications .
9. EVENT DESCRIPTION :
9.1 start : - start will be given minute by minute

9.2 control booklet
- at the start, each competitor will receive a booklet
- this booklet must be presented to any marshal’s control
- information written on this booklet is entirely under responsibility of the competitors
- any crossing out must be signed by a marshal and if not, the risk of disqualification is possible
- lost or damaged booklet will lead to a 3.600 penalty + 50 euro penalty
- In case of retirement, the booklet must be returned to the organizers
- no information should be written on the booklet with a pencil
- this booklet must be presented to any marshal’s control

9.3 controls
9.3.1 Time controls opening : 30 minutes before the time of the first competitor .
Time control closing : 30 minutes after the time of the last competitor .
9.3.2 Passage controls : At the passage control, the marshal stamps the booklet without mentioning the hour time.
9.3.3 Time control : time check is when a member of the team gives the booklet to the marshal, who immediately writes the time on it if the car and the 2 competitors are on board .
9.3.4 Speed control : speed controls may happen during the whole event, mainly in the cities and villages. Competitors should respect the indicated speed limit signs alongside the road. These controls might be done by a marshal’s organization, the FIVA observer, police or traffic patrols .
9.4. REGULARITY TESTS :
At the start of a regularity test, competitors will be given one or several average speed(s) in km/hour. They should respect as much as possible this/these speed(s) until the end of the regularity test. Several arriving time checks may happen in one regularity test distance .The arriving time check will be located in a distance described in the road-book or signaled by the marshal at the regularity test’s start .For each competitor, the result of the time check will be written on the booklet in hour, minute, second at the end of the regularity test .
9.5 For some regularity tests, organization could program lower average speed for pre-fifty cars in order to allow these very old-timers a safe and still competitive way of driving.
10 . START AREAS, REGROUP AREAS AND FINISH AREAS :
10.1 The organization decline any responsibilities for damages to the cars parked at the start areas, the regroup areas or the finish areas even if they are guarded by any security officer or marshal .
11 . SERVICES AND PETROL REFUELING :
11.1 Petrol refueling areas will be mentioned in the road-book .
11.2 Any form of non-organized assistance is forbidden .
11.3 In any cases, a « supporter » or « assistance » car will not be allowed to follow or be in front of a competitor – specifically in the Regularity Test ! .

12 . ADDITIONAL REGULATIONS - INTERPRETATION :
Any possible modifications or additional rules to this event will be announced by numbered and dated pages that will automatically be included in this regulation. In case of different interpretations, the text written in french language will be the reference for law applications .Written briefings and oral briefings are automatically included in the regulations .
13 . DOCUMENT CONTROLS :
13.1 « Notice to attend » letter will indicate when and where the documents controls will be done .
13.2 At the documents control competitors will put their signature on a resort’s abandonment document.
13.3 The driver must be in possession of his valid driving license .
13.4 Driver and navigator must be in possession of : « notice to attend » letter, ID or passport, a legal authorization allowing to drive the car if neither the driver or navigator is the owner of the car, car insurance documents valid for the rally period, international FIVA ID (if available) .
14 . TECHNICAL CONTROL :
14.1 « Notice to attend » letter will indicate when and where the technical control will be done .
14.2 Competitors must be on time at the place indicated in the ”notice to attend” letter.
If not, penalty is100 pts.

14.3 Competition door numbers, rally identification’s plates and organization advertisement must be put on the car at the indicated spots before technical control .
14.4 All matters of the 5 th paragraph may be properly checked.
15 . PENALTIES :

15.4 age-coefficient :
Penalties for being late will be modified by an age-coefficient calculation, very old cars will have less penalties than more recent ones : example :

Only 1st year’s registration of the car will be used as official age and engine first year registration in case it was changed (ex : Porsche 911 s with a 2,7 l engine)
16 . COMPLAINTS AND APPEAL :
16.1 Only the individual and written complaints will be acceptable if the amount of 50 euro is joined to the document .This amount will be totally refunded if the complaint is valid .
16.2 Any complaint, concerning the stage, must be given to the event director (or director’s assistant) at the latest half an hour after competitor’s arrival .
16.3 Any complaint, concerning classification’s results, must be given to the event director (or director’s assistant) at the latest - half an hour after stage’s results have been posted up .
16.4 It is always possible to appeal to the event organization’s decision by contacting FIVA observer whose decision is definitive and irrevocable .
17 . CLASSIFICATIONS :
17.1 Several classifications will be posted up at the end of the event, rewarding competitors :
a - overall classification
b - classes classification

c – Discovery cat. classification
d - mixed team classification
e - feminine team classification
d - mixed team classification
e - feminine team classification
17.2 In case of ex-aequo for a,b,c,d,e points, the weakest cubic capacity of car’s engine will be the winner and after, if still ex-aequo, the oldest car will be the winner .
